Nacido en Suaita, Santander, Hugo Aguilar Naranjo cobró protagonismo el 2 de diciembre de 1993, cuando las cámaras de televisión lo enfocaron exhibiendo el cadáver de Pablo Escobar sobre el techo de una casa en Medellín. Aguilar, entonces mayor de la Policía e integrante del Bloque de Búsqueda, se jactaba de haberle dado el tiro de gracia al jefe del Cartel de Medellín.

Con esa popularidad y estando en retiro como coronel, Aguilar conoció a Luis Alberto Gil Castillo, un maestro del Sindicato de Educadores que había militado en el Eme, y lo apoyó en la creación del movimiento Convergencia Ciudadana. Después de que Gil llegó dos veces a la Asamblea de Santander y de que su esposa Doris lo sucedió en la duma, el movimiento acordó apostarle a las elecciones de Congreso de 2002 y a las regionales de 2003.

Siendo Santander una región liberal, Convergencia derrotó a los rojos en ambas elecciones. Gil llegó al Senado en 2002 junto a los representantes José Manuel Herrera Cely y Jaime Durán Barrera, y en 2003 Hugo Aguilar lo hizo en la Gobernación, derrotando con 301.288 votos a su contrincante, el liberal Luis Francisco Bohórquez, que obtuvo 274.135 votos.
